HVAC changeouts in Contra Costa and Alameda County require building permits — even like-for-like swaps — and most duct-connected replacements also require independent HERS verification testing under California's Title 24 energy code. Honest answer: it depends. Heat pumps heat and cool from one system, burn nothing, and fit our mild climate beautifully — but cost more upfront and may need electrical work. Gas furnace + AC costs less today and gas is currently cheap to run. If you're renovating or going solar, price the heat pump seriously; if budget rules and your ducts are good, a high-efficiency furnace is still a great system.
